Working at height refers to any work carried out where the distance between the person and ground level could result in injury or fatality. In a 2020 report, the UK Health and Safety Executive found that approximately a quarter of fatal accidents caused was caused by falls when working at height.
The Working at Height Regulations 2005 (WAHR) outlines no minimum height requirement. Working at height includes any work carried out with any risk of a fall that could lead to personal injury. Considerations for working at height equipment include fall distance, duration of the person at a height, and safe access required for movement across or on the surface.
Working at height solutions include personal protection equipment, such as harnesses, anchors and lanyards, and collective protection, such as guardrails, working platforms and safety gates which prevent the risk of a fall at height. UK Regulations state that working at height solutions should be assessed and installed to ensure site safety for all industries, which includes work carried out at a height.
Working at height, solutions are required for anyone working above ground level where the injury is a potential risk. Safe access equipment should be considered for those working on scaffolding, mobile platforms, stages, roof surfaces and any building structure. Working at height solutions will also be required for any work on ladders, towers, mineshafts, offshore installations, lorry or dock loading and tree maintenance.

To ensure that you adhere to current UK regulations for working at height, employers and self-employed contractors must complete a full risk assessment for any site where a fall risk is present.
You are responsible for ensuring that work at height is planned, supervised and completed with full safe access for all on-site workers.
The working at height risk assessment is composed of four stages:
For each stage, you must consider all eventualities and quickly and efficiently install any working at-height solutions required to ensure worker safety upon review.
When completing your working at height risk assessment, you must follow the height hierarchy of controls, where you avoid, prevent and mitigate risk. The correct working at height solutions needs only be installed where the fall risk cannot be avoided or prevented.
